This position is located in Altadena, CA.Job Title: IT Technical Program ManagerPosition Description:The Technical Project Manager will work cross-functionally to drive IT Technology projects to completion, successfully meeting all business, financial and technical objectives. This is a dynamic, demanding, and hands-on position in an ever-changing high-tech environment. This role requires expertise in managing technical projects such as Infrastructure Upgrades/Enhancements, M365, Teams, Cloud Services, Network optimization, Performance Improvement, Technology Modernization, etc. The position requires full ownership of program/project delivery. The successful candidate will have strong technical leadership skills, have excellent communications skills, and will be results driven. The candidate must be familiar with running teams in a Waterfall and Agile methodology and should have first-hand experience in Infrastructure and DevOps related projects. Email Exchange, M365 Project experience a plus. The IT Technical Project Manager enables the client and stakeholders to reach consensus on plans which achieves high priority business goals within time and resource constraints. The ideal IT Technical Project Manager has mastered the art of management without direct authority by leveraging productive relationships with functional managers and key stakeholders.Core Skills:

  • Ability to understand and comprehend objectives and technical requirements of the project(s)
  • Ability to communicate well with various departments, business divisions, vendors, etc.
  • Ability to work under pressure and with tight deadlines
  • Ability to manage scope creep and keep the customer clear on expectation and requirements
  • Ability to manage team members and work with technical engineers, system administrators, etc.Responsibilities include but are not limited to:
    • Develop meeting cadences, weekly status reporting, and present clear and succinct executive updates to the client and Internal Executive Management
    • Ensure project deliverables/milestones are met, dependencies are understood, and risks are identified and mitigated
    • Escalate risks, issues, changes and decisions to upper management and direct client throughout project life cycles
    • Collaborate across teams and stakeholders to achieve project success
    • Manages project team (matrix organization) and sets priorities providing leadership and direction in support of project objectives
    • Assumes accountability for the development and delivery of technical project management required to support IT solutions and projects
    • Solicit, analyze, and define functional and non-functional / technical requirements and priorities with the business owners and other cross functional stakeholders using various tools.
    • Serve as the point of contact for the technology programs, working with all engineering teams (ServiceNow Development, QA, Engineering, and infrastructure Technology, etc.), and represents the organization to external partners and vendors
    • Capture and manage project risks/issues and the execution of risk mitigation/contingency plans and/ or any necessary escalations.
    • Participates as necessary in end user acceptance testing of system enhancements and projects
    • Manage resources, team, and other project conflicts to resolution
    • Manage compliance with all IT governance standards through approved tools, templates, policies, procedures, and process leanings
    • Can mentor Program Managers and contribute to development of best practices
    • Perform other duties as needed
    • This team supports the technology arm of the company and will require off-hour support as needed.
    • Be available to support the technology which may require off-hour support as-needed this requirement is limited and is does not occur often but may occur from time to time depending on the project.
    • Participates in Root Cause Analysis (RCA) process as appropriate
    • Learns the customer's business and maintains a strong customer focus.
    • Manages the assigned projects or programs to meet service delivery objectives and escalates to appropriate stakeholders to remove obstacles.
    • Recognizes potential customer impact of other events and issues (e.g., customer lockdown), communicates potential impact, and plans for impact accordingly.
    • Proactively reviews schedules and avoids conflicts when possible. Identifies, coordinates, manages expectations, and offers alternatives when defining customer solutions.
    • Manages relationships with clients and suppliers to ensure that all expectations are clarified, understood, documented, and met.
    • Collaborates and engages with Subject Matter Experts (SMEs) across engineering groups to gain program / project insights. Leverages and synthesize these insights to develop and operationalize solutions that mitigate customer needs
    • Suggests ways for reducing risk of performing maintenance; works with others to accommodate scheduling needs
    • Suggests improvements in implementation based on depth of understanding
    • Contributes to a positive team environment by learning and adopting best practices
    • Contributes constructively during team meetings and in cross-discipline collaborations within the service team
    • Recognizes priority of team success over individual achievement
    • Collaborates and negotiates effectively with others and seeks guidance from management to identify delegates to deliver results.
    • In alignment with management priorities, holds self-accountable for the end-to-end service quality, completeness, and resulting customer experience
    • Supports escalation of issues to appropriate ownerBasic Qualifications:
      • 10+ years of experience in managing projects such as infrastructure upgrades or enhancements, network optimization, Email / Exchange, M365, Teams, performance improvement, technology modernization, transformation, etc.
      • Bachelors degree in computer science or related field, desired
      • Capable to work across cultures and in a functional matrix environment
      • Technical IT background mandatory
      • Ability to manage multiple priorities in a fast-paced and dynamic environment
      • Exposure to running teams in an Agile Methodology
      • PMP Certified
      • ITIL a plus
      • MBA or CSM certification a plus
      • Advanced knowledge in project management with experience managing multiple complex projects, schedules, budgets, scope and performance analytics in a fast paced and dynamic environment (both Waterfall and Agile/Scrum)
      • Excellent written and verbal communication skills
      • Comfortable in an individual contributor role
      • Flexibility to support off-hour maintenanceSecurity Clearance Requirements:

        • Must be able to obtain and maintain Public Trust/Suitability.The projected compensation range for this position is $107,800-$150,000. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
